Administration of Congress
The government is divided as a plenary session of the county assembly. A customary conference meets two times in year. Thirtyone members including the headman must attend the session. Session lasts 80 days or more. The headman will announce session five days prior to the meeting with an issue to be decided.

General Meeting
One third of the representatives must be present. Except in emergency situations a majority vote is needed to pass legislation. A representative must be recognized by the speaker and once called upon will have a chance for rebuttal. The Speaker can vote and has the power to throw out a bill in the event of a tie. Session is open to the public unless the Speaker deems otherwise. Once a bill has been presented it must be voted on. Once a bill fails it is not brought up again.
