The local autonomy system of our country had prepared basis for autonomy system grounded upon the constitution of the Republic of Korea legislated and announced on July 17, 1948. As the local autonomy law was legislated and announced as the legislation no.32 on July 4, 1949, the type of local autonomy groups were classified into Seoul and Do, city, Gun, Eup and Myon while planning on going through local assemblyman election in February, 1950 by having the chairman of local autonomy system to be selected by election to organize the local assembly, but couldn't hold election due to disturbance of June 25 th . The as the general election of local assemblyman was held for the first time in 1952, the first myon assemblyman election was held on April 25, 1952 also in Jungseon-Gun to select 74 assemblymen in six myon and in August 8, 1956, the second myon assemblyman election was held to select 68 assemblymen in six myon.

In December 29, 1960, 68 assemblymen in six myon were selected in the third myon assemblyman election and while the head of myon was selected by election for the first time in December 26 th of the same year, all local assemblies nationwide were dissolved because of military revolution of May 6, 1961 and while having Eup and Myon which used to be basic self autonomy group due to temporary measure law related to local autonomy which became effective as of September 1, 1961 as the lower auxiliary agency of military, the military has been set as the basic local autonomy group to extent its size, the local autonomy group chairman set as appointment basis and the authority of local assembly was replaced by supervising agency. After that, the local autonomy law has been legislated as the legislation no. 4004 on April 6, 1988 which is 27 years after each local autonomy group assembly had been dissolved and prepared the framework in reviving the local autonomy system by going through the eighth amendment of local autonomy law with legislation no.4310 on December 31, 1990.

On March 26, 1991, ten assemblymen in nine eup and myon were selected through Jungseon-Gun Assemblyman election and on April 15, 1991, the era of local autonomy has unfolded by selecting assemblyman Won Chang Kim as the chairman to organize the assembly along with the opening of the first Jungseon-Gun assembly.

On June 27, 1995, as nine assemblymen were selected in nine eup and myon with the second Jungseon-gun Assemblyman election, the assemblyman Su Woong Kim was selected as chairman to organize the assembly on July 7, 1995 and the second Jungseon-Gun assembly had opened.

On June 4, 1998, as nine assemblymen were selected in nine eup and myon with the third Jungseon-gun Assemblyman election, the assemblyman Jung Yong Lee was selected as chairman, the third Jungseon-Gun assembly had opened and the Jungseon-Gun assembly for the second half had opened by selecting the assemblyman Gye Ho Song as the chairman for second half on July 4, 1999. On June 13, 2002, as nine assemblymen were selected in nine eup and myon with the fourth Jungseon-gun Assemblyman election, the fourth Jungseon-Gun assembly had opened by selecting the assemblyman Sung Pyo Jung as the chairman on July 2, 2002.

On May 31, 2006, a total of 7 assemblymen including 3 people in election district A, 3 people in election district B and 1 female assemblyman as a proportional representation with the fifth Jungseon-Gun Assemblyman election to select assemblyman Seung Jun Choi on July 3, 2006 and open the fifth Jungseon-Gun Assembly on July 4th, 2006 to reach today.
